根据劳资协议第17条第（I)项：
(i)Every employee shall be entitled to paid holidays on gazetted public holidays, Chinese Press holidays provided that the total number of paid holidays and Chinese Press holidays shall not exceed seventeen(17) days in each calendar year. In addition, every employee will be entitled to paid holiday on any public holiday extra-ordinarily specified under the Holidays Ordinance 1951.
（I）所有宪报所公布之公共假期皆为雇员享有之有薪假期，惟每年之有薪假期与华文报业假期不得超过十七天。同时，任何于一九五一年假期法令内特别指明的公共假期亦为雇员可享有之有薪假期。
因此馆方必须根据上述条款给予所有在当日上班会员双薪而不是补假一天。
